The Notice Ledger.

Every Monday, we publish public signals from the week before that gave notice: what happened, when it first became public, when the news caught up, and what it meant for owners. The gap between the two is the notice window: the time an owner had to act. From November, each entry also shows when Command flagged it, from our own logs. Misses go in too, and every quarter we grade ourselves.

Format example, not a real entry

First public at: Date, time and source, with a link to the source.
What happened: One plain sentence, in the source’s own terms.
Who it touches: The businesses, properties or markets it reaches.
Press covered it at: Date and time the news caught up, with the outlet.
Notice window: The gap between first public and press coverage: the time an owner had to act.
Command flagged at: From November. Date and time, from our own logs.
Graded: Hit, partial or miss, filled in quarterly.
